Background

On June 2, 2009, the Edmonds City Council passed Ordinance 3735, which amended the Edmonds City Code, Title 10, adding a new Chapter 10.75 Citizens Economic Development Commission. 

Powers and Duties

The Commission is empowered to advise and make recommendations to the Mayor and City Council, and as appropriate to the Planning Commission, Architectural Design Board or other Boards or Commissions of the City on such matters as may be specifically referred to the Commission by the Mayor or City Council including but not limited to:

  • Determining new strategies for economic development within the City of Edmonds
  • Identifying new sources of revenue for the consideration of the City Council

The Commission shall deliver an annual report to the City Council in written and oral form on or about the first meeting in December of every year, and when appropriate, during other times as directed by the Mayor or Council.

The Edmonds Economic Development Commission may from time to time provide its reports and recommendations regarding strategies for economic development and other matters that will improve commercial viability, tourist development and activity within the City.  The Planning Board and Economic Development Commission shall make joint recommendations on such subjects to the City Council on or about the first meeting in December (see Coordinated Report below). 

Coordinated Report

In addition to its other duties, the Planning Board has been asked to review and consider strategies for economic development in conjunction with the Citizens Economic Development Commission.  Such strategies shall be designed to improve commercial viability, tourism development and activity within the City of Edmonds. 

Membership

17-Member Commission

  • Mayoral appointees – 3
  • City Council appointees – 2 each

Term

The Commission shall sunset and expire on December 31, 2010

Officers

Officers – Commissioners shall elect from its membership:

  • Chair  - Presides at all meetings
  • Vice-Chair – Performs duties of chair when chair is absent
  • Other officers as may be determined by the Commission

Meetings

Regular public meetings shall be held at time and place as may be determined by chair or majority of commission members

Majority of Commission (9 members) constitutes quorum for transaction of business

Majority of quorum (5 members) may transact business of Commission
